How would this run on a Galaxy Note 8?

I'm planning on getting a stylus tablet with note taking capability as my primary concern. Since the Tegra Note 7 lacks handwriting recognition I've been leaning towards the Galaxy Note 8.
As a secondary concern I'd like to be able to emulate some of my old PSX titles, namely FF7-FF9, Lunar SSSC, Suikoden, etc.
My question is, would the Galaxy Note 8 be able to run these games in all practical sense without much slow down, or would there be a lot of lag?
