Overlay Pads Help!

Okay I can not get them to change. I see people change them on youtube but I cant even access the same menu they have to do this. Please help The default DPAD is tiny as hell and pushing "Left" can be very difficult. Also when I download the skin "file" its some weird .php format or something that quite frankly I have no idea what to do with. Thank you! : )
