No, PSE64 doesn't ask me to give any storage permissions to it, just like fpse64 v1.7 or v1.8. But t think I have give all storage access to it, because it works great in previous versions without any problems.
Also, there is no shader(.fsh, vsh) on my folder(shaders) of fpse after installing the plugin.
Test this version fpse64 v1.9(64bit) using android phone v6.0(64bit).
btw, It also crashing everytime after instaling the plugin, test with the other phone android v5.1(64bit) using fpse64 v1.9(32bit), download from Google Play show it was armv7(32bit), but my phone is 64bit.
